Minutes of the Parish Council Meeting held on Tuesday 22nd March 2005

in the Village Hall at 8.00pm.

The meeting opened with a minutes silence in memory of Leon Smallwood.



1 Apologies.

None received.



2 Declaration of Interest
No declarations were received.



3 Adoption of Minutes from last meeting
The minutes were accepted with minor alterations being required to the figures appertaining to funds raised for the refurbishment of the Village Hall



4 County Councillors Report

This being Councillor Richardsons last meeting as representative for Littlethorpe he read out a letter thanking the Parish Council and the Village for their support over the years and wished them well for the future.



5 District Councillors Report

Councillor Galloway was able to give a further report on the funding available for the refurbishment of the Royal Hall. He was able to confirm that the Lottery Fund had approved a donation of £6m. against the £11.m requested, and that the Borough Council had agreed a figure of £2m. He also confirmed that a further £1m would be required for further initial surveys and that the total cost will still be approximately £20m.

The Chair asked Councillor Galloway if the likely General Election date of May 5th would have any effect on the dates of Parish Council meetings and was told that this would not be the case



6 Treasures Report.

a) Accounts to date

The Clerk reported that the accounts had not changed since the last meeting in January.

b) The Chair indicated that a copy of the external auditors certification of the accounts should be displayed in a public place (i.e. the Village Hall notice board)



7 Planning Applications received for Consultation.

Removal of render - no objections

Erection of rear conservatory - no objections

b) 3 Little Crossings 6.44.131 B FUL

Erection of single storey rear extension - no objections

c) Hollin Hall - 6.44.150.G.PNA

Prior planning of erection of agricultural storage building.

Councillors noted that work had already started on the above project and that seemingly no planning permission is required if the building is to be used for agricultural purposes. However it was believed that the building might well be used for housing a collection of vintage cars and that the situation should be monitored.

The Chair raised concerns that surveyors had been seen in the field adjacent to Little Crossing and this was confirmed by others Councillors present. At this stage no planning requests have been seen and the situation will be watched.

a) 5/6 Washington Close - extension to first floor - approved

b) The Hollies - erection of rear conservatory - approved

c) 1 & 2 Sunnyside - erection of garage - approved

d) 3 Little Crossing - erection of rear extension - refused

e) Bellwood Farm - new vehicular access - refused

f) Mankin Lane - two storey extension - refused



Appeals

a) Henry Boot - development of residential and employment buildings - approved.



8 Roads and Footpaths

a) Pottery Lane

Resurfacing work still due on Pottery Lane this summer



9 Village Hall.

Due to questions being raised at Harrogate Councils legal department regarding the validity of the recently held exempt session and the request by the Village Hall Committee for the Parish Council to elect a new village hall representative prior to the Annual Parish Meeting it was decided that any discussion at this stage had no value until the legal situation was resolved.



10 Quarry Moor.

Cllr Wardle updated the Council on the latest happenings at Quarry Moor where much work is going on prior to an official launch scheduled for 22nd April. The Royal Engineers have volunteered to re-surface all the paths and David Box is currently working on refurbishing the existing hut. Work is also progressing to provide new topsoil where brush thinning has taken place. Michelle Pearson is producing education packs for distribution to local schools and organisations and a web site at http://www.quarrymoor.org.uk is being launched



11 Clerks Contract.

Councillor Galloway proposed and the meeting seconded that the Clerks contact should be officially confirmed.
